What is Band D?
Band D is the benchmark band. Every local authority sets a Band D rate each year, and all other bands are calculated as fixed fractions of this rate. Band D applies to properties valued between £68,001 and £88,000 at 1 April 1991 in England and Scotland (£91,001 to £123,000 in Wales at 2003 prices). This was roughly the midpoint of the English housing market in 1991.
Typical property types in Band D: The typical three-bedroom semi-detached house at the time council tax was introduced. Detached bungalows in suburban areas, larger terraced houses in most English cities. In 2026, a Band D house can range from a modest terraced house in a northern city to a small flat in parts of London.
Band D in Wales
In Wales, Band D covers a different value range because Wales revalued its properties in 2003 rather than 1991. Welsh Band D applies to properties valued at £91,001 to £123,000 at 1 April 2003 prices. The same Band D multiplier (9/9) applies regardless of which nation you are in.

How Band D Rates Are Calculated
Your Band D council tax bill is calculated by multiplying your council's Band D rate by 9/9. The Band D rate is set by your local authority each year in February or March. You cannot negotiate the fraction - it is set by central government.
